NAAQS: Litigation Trends and Stalled Rulemakings
Under the Clean Air Act, EPA regulates six criteria pollutants through the National Ambient Air Quality Standards (“NAAQS”) program. EPA sets primary and secondary NAAQS that states must meet through regulation of stationary and mobile sources.
