What the Government Shutdown Revealed about the Vulnerabilities of the National Flood Insurance Program

The National Flood Insurance Program (NFIP) experienced a service outage due to a government shutdown, impacting policy issuance and renewals.

Because Congress did not timely reauthorize NFIP prior to the shutdown, the program’s capacity to issue new policies, renew existing ones, or increase coverage was effectively frozen for the duration of the shutdown. For the duration of the shutdown, new NFIP policies could not be issued and existing policyholders likely found renewals delayed or impossible until appropriations were restored....
